General Legal/Process preparation is largely about interpreting duties, authority and procedures—not residential construction calculations. A small change in a question's wording can change the legal answer.

Example 01 · Permit authority
Does an inspector issue building permits?
No. Under the Building Code Act, the chief building official has the statutory permit-issuance function.
An inspector's enforcement and inspection responsibilities are different from deciding whether a building permit should be issued. Identify the actor and the action before selecting a legal provision.

Example 02 · Registered code agencies
Can a registered code agency assume every municipal inspection function?
No. An appointed agency's powers depend on its statutory authority and the functions specified in its appointment.
The agency cannot treat an appointment for one designated function as an unrestricted power over every building or municipal responsibility.

Can a change of use require approval even without construction?
Yes, in certain circumstances. A change of use can trigger requirements even where no physical construction is proposed.
Determine the nature of the new use and review the conditions set out in the applicable Building Code Act and OBC change-of-use provisions. Not every proposed use change creates the same permit obligation.
